According to Espreso.tv: Japan has broadened its prohibition on exporting aviation fuel to Russia, now covering transit schemes that route through intermediary nations. Economy Minister Ryosei Akazawa confirmed that Tokyo is aligning its measures with G7 partners to prevent sanctions evasion. This move comes in response to Russia’s growing fuel shortage, which has worsened following Ukrainian strikes on its oil refining infrastructure.
Background of the Ban and Additional Sanctions
On July 7, 2023, Minister Akazawa initially announced a ban on aviation fuel exports to Russia. Moscow had planned to acquire Japanese-origin kerosene via South Korea, but those plans now fall under the tightened restrictions. Russia’s fuel deficit has been evident since late May 2023, prompting imports of gasoline from countries including China, Singapore, and South Korea.
By June 17, 2023, reports emerged that Russia intended to import gasoline from these nations, and on July 1, 2023, it began maritime shipments of gasoline from India, sending at least 60,000 metric tons of fuel. Minister Akazawa emphasized that Japan is coordinating export controls with G7 countries and other allies to ensure sanctions remain effective and to block potential loopholes. These latest measures underscore Japan’s commitment to international efforts in enforcing sanctions against Russia.
The newly imposed sanctions highlight growing global cooperation on export oversight, particularly amid the Ukraine conflict and its ripple effects on energy markets.
