Located a mere 15 kilometers from the Kremlin, the MOR is Moscow's largest oil processing facility, supplying over 50% of the region's diesel fuel and providing fuel for the capital's airports.

Ukraine's Security Service stated that these repeated strikes on the Moscow refinery demonstrate the ability of Ukrainian drones to systematically target critical strategic assets deep within Russian territory.
