As of July 2023, Pavlohrad operates 31 bomb shelters, 44 basic shelters, and two primary shelters. Security costs have surged in recent years, as shown below:

• 2022 – 23.6 million hryvnias
• 2023 – 27.6 million hryvnias
• 2024 – 13.6 million hryvnias
• First half of 2026 – 5.5 million hryvnias

Pavlohrad's City Budget

In 2022, Pavlohrad's budget revenue reached 1.0897 billion hryvnias. The figure is projected to grow to 1.8246 billion hryvnias by 2025. Spending allocations for 2025 include:

• 681.6 million hryvnias for education (36.2%)
• 422.6 million hryvnias for housing and utilities (22.4%)
• 245.3 million hryvnias for administration (13%)
