The Bureau of Economic Security prevented the embezzlement of 20 million UAH for a tomograph for the oncology center.
Upon learning about the possible appropriation and embezzlement of budget funds for the purchase of a tomograph for the oncology center, detectives of the territorial management of the Bureau of Economic Security (BEB) in Kyiv region initiated an investigation. According to information from BEB's press service, the municipal institution Special Medical Supply Base announced a tender for the purchase of a tomograph for 44.5 million UAH this year.
At the request of the oncology center, the regional administration allocated 20 million UAH for partial funding of the tomograph as part of the Health of Kyiv Region program for the next three years.
After analyzing the procurement of similar equipment from other customers, BEB experts concluded that the purchase price was inflated almost twice.
Thanks to the measures taken by BEB, the Kyiv Regional State Administration refused to allocate 20 million UAH for the tomograph for the oncology center.
The head of the Territorial Management of BEB in Kyiv region, Maksym Kuterha, emphasized that due to the identified risks during the procurement process, it was possible to avoid the embezzlement of 173.8 million UAH this year.
So far, the pre-trial investigation under the article Appropriation, embezzlement or acquisition of someone else's property through abuse of office by a public official (part 3 of Article 191 of the Criminal Code of Ukraine) continues.
It is worth noting that earlier law enforcement officers uncovered a criminal scheme involving the heads of the State Special Communications Service. The former head of the State Special Communications Service, Yuriy Shchigol, and his deputy Viktor Zhora are suspected of illegally appropriating state funds in excess of 62 million UAH.
In addition, it is known that 'servant' Andriy Odarchenko offered the head of the State Agency for Restoration and Development of Infrastructure Mustafa Naiem $50 thousand in cryptocurrency.
Investigating possible facts of appropriation and embezzlement of budget funds for the purchase of the tomograph, detectives of the Bureau of Economic Security in the Kyiv region found an inflated price for the equipment and made it possible to refuse expenses for the inflated device, thus avoiding significant funds from the state budget.
