Kuleba on the security of cities after the war: Wall - no, tunnels - yes.
According to ТСН: Vice Prime Minister for the Reconstruction of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba shared his vision of security and the restoration of Ukrainian cities after the war.
Approaches to Security
In his statements, Kuleba emphasized that the Israeli experience needs to be studied carefully. He noted that Israel used a wall to restrict access to Gaza, but this method proved to be vulnerable. Instead, Gaza focused on an extensive system of tunnels, and this experience, despite the risks, is important for Ukraine.

The minister explained that the Israeli experience demonstrates the limited effectiveness of physical barriers and emphasized the need for other means of protection in the restoration process.
Regional Challenges
Kuleba noted that such decisions could drastically change the lives of people in frontline and border regions. He pointed out that not all residents, particularly in Kharkiv, will be able to adapt to new conditions even after the war ends.
Regarding Kherson, Kuleba noted that the implementation of such decisions will be significantly more complicated. And in Odesa, although there is a system of catacombs, their practical use for defense does not provide substantial advantages.
The Importance of Open Discussion
Kuleba emphasized that issues of security and restoration should be discussed openly within the country, but it is necessary to consider the existing military risks.
'This should become part of our recovery - what we agree on among ourselves and what the enemy should know minimally'
Previously, the issue of building defensive structures and existing dangers was also raised.
Kuleba stresses the importance of active dialogue on the strategy for the country's recovery in the context of military risks. Studying international experience and openness to new approaches can become key factors in forming a safe and stable future for Ukrainian cities.
