“If there is no fuel, backup energy sources cease to be a solution to the problem,” he stated.

The fuel supply issues are also linked to the 'Novorossiya' highway, a key logistics corridor for Russian troops. Military units based in Crimea must maintain adequate fuel stocks to keep operating. Popovych stressed the importance of these reserves, noting:
