According to Espreso.tv: A new OFSI license took effect in the United Kingdom in November 2022, authorizing British companies to process payments to the unfrozen accounts of Lukoil International GmbH. However, it is crucial to note that this license does not permit the transfer of funds back to the parent company, Lukoil. Valid until August 25, 2024, the license allows for specific financial transactions under clearly defined terms.

International sanctions against Lukoil have continued to expand. In October 2025, the United States imposed sanctions on the company, and by April 2026, it extended a sanctions exemption for roughly 2,000 Lukoil gas stations located outside of Russia. Additionally, in July 2025, the UK sanctioned 135 vessels belonging to Russia's so-called 'shadow fleet.'
