World Bank Financial Package

According to Espreso.tv: Ukraine has received a $3.39 billion disbursement from the World Bank, stemming from agreements signed on June 24, 2023, during the Ukraine Recovery Conference (URC 2026). The funds are intended to support macroeconomic stability and cover priority expenditures in the state budget. This package includes $1.04 billion in World Bank loans and a $2.35 billion grant provided through the F.O.R.T.I.S. Financial Intermediary Fund.

Part of the financing was backed by guarantees from the governments of the United Kingdom and Japan. The World Bank’s Board of Executive Directors approved the program on June 22, 2023. A future phase of the initiative aims to secure an additional $1 billion by the end of 2026. According to Yulia Svyrydenko,

“the disbursement resulted from the signed agreements.”

Legislative Reforms and Their Impact

To implement this program, 13 laws and 7 secondary regulations were adopted, covering key areas such as:

  • improving the public procurement system;
  • expanding factoring services;
  • integrating energy markets with the European Union;
  • transforming the agricultural sector;
  • supporting veteran entrepreneurship;
  • advancing housing policy;
  • modernizing preschool and vocational education;
  • restoring the environmental monitoring system for greenhouse gas emissions.

These measures are expected to strengthen the economy and improve living standards for the population.

This World Bank disbursement marks a critical milestone for Ukraine, especially amid the ongoing economic disruption caused by the conflict. It will enable the country to advance key reforms that can positively influence economic development and enhance social conditions. Continued efforts to attract additional funding reflect Ukraine’s commitment to recovery and alignment with European standards.
