Zelensky appointed Budanov as head of the Office: what it means for security.
According to ТСН: President Volodymyr Zelensky appointed Kyrylo Budanov, head of the HID, as the head of his Office. This important personnel decision will impact the governance system, security, and Ukraine's negotiating positions on the international stage.
The appointment took place a few weeks after the dismissal of the previous head, Andrii Yermak.
Context of negotiations
This step occurred against the backdrop of Kyiv's active efforts to obtain security guarantees from Western partners within the framework of renewed diplomatic initiatives to end the war with Russia.
Budanov is one of the few Ukrainian officials who maintained working contacts with Moscow during the war, including regarding prisoner exchanges.
"This step is clearly part of a broader reorganization in Zelensky's security apparatus, under which the president has moved two other senior officials to other positions," writes the FT.
Impact of Budanov
According to the Financial Times, discussions about the appointment lasted for the past month. Budanov, focused on operational and field activities, initially did not want to take an administrative position.
The article notes that Budanov's popularity has grown thanks to the large-scale operations of the HID, and he has become one of the most well-known figures in Ukraine. Regular polls position him among the most beloved public figures, increasing attention to his new role.
"However, the head of the president's office is a key role in Ukraine's opaque politics, despite the fact that it is formally an administrative post, traditionally attracting close scrutiny from critics," emphasize the Financial Times.
According to sources, under Budanov's leadership, the HID has transformed into a modern intelligence structure with improved cooperation with the CIA. However, he has also faced criticism from Western partners for risky actions that could lead to an escalation of the conflict with Russia.
Volodymyr Zelensky emphasized that Ukraine currently needs "more focus on security issues, the development of defense and security forces."
On the same day, Budanov confirmed his appointment as head of the president's office and stated that he considers this position "another frontier of responsibility to the country." He thanked Zelensky for his trust, as well as his comrades and the HID team for their joint work.
Budanov's appointment confirms the intentions of the Ukrainian authorities to focus on integration with Western allies and the development of a security strategy. His experience in intelligence operations may play a key role in new diplomatic efforts during the ongoing war with Russia. Ukraine is trying to strengthen its positions on the international stage and find effective solutions to end the conflict.
