New draft law on TCK: why rumors about a center in every village are not true.
According to ТСН: People's Deputy Oleksandr Fedienko commented on the new draft law No. 14320, which concerns the improvement of military management bodies. He denied rumors about the possible mass opening of new TCKs, even in villages.
Fedienko noted on social media:
"A draft law has appeared on the website of the Verkhovna Rada. Improving military management bodies. Of course, they immediately found betrayal, journalists called, saying that supposedly now in every city, village, a recruitment center will open". He assured that
"nothing new will be opened".
Logical response to management problems
According to the deputy's statement, this draft law is
"a logical response to cascading management problems that arose due to the combination of administrative reform and wartime conditions". The document does not expand the mobilization obligations of citizens, but only redistributes powers within the system, contributing to its stability during wartime.
Structure of TCK
Fedienko explained that:
"Now essentially, in simple words. Briefly: no, not in every city and not in every village. As it was: there are district/city TCKs and SP. There are separate departments in smaller settlements. These departments did not have legal powers and could not make many decisions independently". The deputy clarified that this applies to TCK departments in cities and towns that were district centers before the administrative reform of 2020.
Fedienko added that if the draft law is passed, citizens will not have to travel 40–80 km to the district center to solve basic issues. However, he noted that there are potential corruption risks at the local level. The draft law has not yet gone through the relevant committee and has not been worked on yet.
In the context of discussing the new draft law, it is worth noting the importance of improving military management in the face of modern challenges. The proper distribution of powers in the TCK system can significantly ease citizens' access to necessary services and help overcome management problems that arose in the context of war and administrative reforms.
