Minfin responded to the unions' demands: will the minimum wage be raised by the end of 2025.
The Ministry of Finance analyzed the request for changes to the state budget until the end of 2025 regarding the increase in the size of the minimum subsistence level and the minimum wage. The joint representative body of trade union associations appealed to the Cabinet of Ministers with this request.
In July 2025, the trade unions submitted an initiative on amendments to the law 'On the State Budget-2025' regarding the increase of the minimum subsistence level and the minimum wage in Ukraine. They noted that the level of the minimum wage remains unchanged and does not correspond to the real expenses of citizens.
The need to increase the minimum wage and the subsistence level
The calculations of the Ministry of Social Policy showed that the actual level of the minimum subsistence level in Ukraine significantly exceeds that approved in the State Budget-2025. Trade unions believe that increasing these indicators will contribute to purchasing power, legalization of salaries, and an increase in budget revenues.
At the same time, the Ministry of Finance, in its response, stated that it currently sees no grounds for changes in the state budget for 2025 regarding the minimum subsistence level and the minimum wage. Increasing these indicators requires detailed analysis and consultations with business to avoid negative consequences.
Representatives of trade unions appealed to the government for changes to the state budget until 2025 to ensure the reality of minimum wages and the minimum subsistence level in Ukraine, although the Ministry of Finance currently does not see the need for such changes.Read also
