According to ТСН: Famous international and Ukrainian digital platforms, such as Uklon, Bolt, Uber, and Glovo, have supported government bills No. 14025 and No. 14026. These documents provide for the automatic exchange of information about income received by users through these platforms.

Companies believe that this is an important step for harmonizing Ukraine's tax regulation with European standards, particularly with the EU directive DAC7 and OECD practices.

“This will contribute to enhancing the transparency of the economy, creating equal competitive conditions, and strengthening trust between the state, business, and citizens,” the companies’ statement reads.

Key guarantees for ordinary users

In their position, the companies emphasized that the bills contain an important exception that protects ordinary users from excessive regulation. According to these initiatives, commodity transactions amounting to up to 2000 euros per year will not be considered systemic economic activity and will not be taxed.

This guarantee aims to completely exclude household sales of personal belongings between citizens from the scope of the new regulation.

It is also worth noting that this initiative, approved by the government in August 2025, is sometimes referred to as the “tax on OLX” since it will most affect income from the sale of goods and the provision of services through major digital platforms. The Verkhovna Rada Committee on Taxation and Customs Policy supported bill No. 14025.

Moreover, it was previously reported that starting in 2026, excise taxes on fuel, cigarettes, and soft drinks will increase in Ukraine. As a result, fuel prices may rise by 1-2 UAH per liter.

The development of tax regulation in Ukraine against the backdrop of European standards aims to enhance transparency and equality in the business environment. However, it is important that these changes are accompanied by adequate protective mechanisms for ordinary users who may be vulnerable to new requirements. Further steps by the government in this direction will determine financial stability and the welfare of citizens.
