Surge in Ukrainian Wheat Flour Exports to EU Countries

According to Слово і Діло — Інфографіка: Between 2020 and 2025, Ukraine dramatically expanded its shipments of wheat flour to the European Union. In 2020, EU nations imported a total of 235,700 tons of flour worth €104.5 million, with Ukraine accounting for a negligible 200 tons valued at just €80,000.

The following year, EU flour imports dipped slightly to 214,600 tons (€113.1 million), and Ukraine's share remained minimal at 100 tons worth €40,000. However, 2022 marked a turning point: total EU imports rose to 272,800 tons (€155 million), while Ukraine's contribution jumped to 28,500 tons (10% of the total) valued at €10.4 million (6.7%).

Outlook for 2023–2025

Ukraine's performance peaked in 2023, when the EU imported 326,100 tons of flour worth €177.2 million. Of that, 74,400 tons (22.8%) came from Ukraine, generating €25.3 million. In 2024, Ukrainian exports decreased to 27,100 tons (€9.3 million), against total EU imports of 283,200 tons.

Projections for 2025 indicate renewed growth: EU wheat flour imports are expected to reach 303,500 tons (€169.1 million), with Ukraine supplying 23,800 tons (7.8%) worth €8.7 million. Overall, Ukraine's share of EU flour imports has multiplied 119 times in volume and 109 times in value since 2020.

These figures highlight Ukraine's remarkable progress in penetrating the EU wheat flour market over the six-year period.

The rapid expansion of Ukrainian flour exports to the EU reflects shifting global trade patterns and intensifying competition in agricultural markets. For context, this trend has been partly driven by trade liberalization measures and disruptions in traditional supply chains. While this growth benefits Ukraine's economy and strengthens its position in European agrifood trade, it also presents challenges for domestic food security and local milling industries. Sustaining and building on these export gains could prove critical for the country's long-term economic stability.
