EU Formally Opens First Negotiation Cluster for Ukraine: What Comes Next.
Ukraine's EU Accession Talks Underway
According to UATV: The European Union member states have officially launched accession negotiations with Ukraine, marking the opening of the first negotiation cluster during an intergovernmental conference held in Luxembourg on July 1. Deputy Minister Taras Kachka expressed confidence that decisions on the remaining five clusters would be reached by mid-July. President Volodymyr Zelenskyy emphasized that accelerating the accession process serves as a direct response to Russian aggression, underscoring the strategic importance of this milestone for Ukraine. This development signals a significant shift in the EU's approach to enlargement, which had stalled for years.
The opening of this first negotiation cluster is a historic event, as it is the first such step taken by the EU in two years. According to Marta Kos, this decision reflects Brussels' recognition of Kyiv's progress in implementing reforms. Taras Kachka also noted that
“we are ready to complete all reforms ahead of schedule, as geopolitical circumstances demand it from us.”Closing all six negotiation clusters will be the final step before Ukraine and Moldova can join the EU.

Radosław Sikorski stated that
“the enlargement of the European Union will be a success for both sides,”highlighting the mutual benefits of this process. Johann Wadephul added that
“Ukraine belongs to Europe,”reflecting the deep commitment of the Ukrainian people to integration into European structures. Marilena Rauna also noted that “the decision to open the first negotiation cluster is a recognition of Ukraine's European choice.”
