The passage of legislation curbing the powers of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) has sparked concern in Brussels and fueled public outrage among Ukrainians. This shift marks a significant change in the EU’s approach to monitoring Kyiv’s progress on governance and rule of law.

On July 22, President Volodymyr Zelenskyy signed a bill that restricts the authority of NABU and SAPO. The decision triggered widespread protests: after the Verkhovna Rada voted on the measure, thousands of Ukrainians took to the streets to voice their opposition to the changes in anti-corruption policy. The European Union quickly responded, expressing alarm over the adoption of Law No. 12414. European Commission President Ursula von der Leyen directly contacted Zelenskyy, demanding explanations for the move.

Efforts to Restore Trust in Anti-Corruption Bodies

In reaction to the public backlash, lawmakers registered a new bill on July 24 aimed at restoring the independence of NABU and SAPO. This indicates attempts to rebuild confidence in anti-corruption institutions. On July 31, the Verkhovna Rada passed Bill No. 13533, designed to strengthen the powers of NABU and SAPO.

Oleksandra Bulana: 'It will be meticulous.'

Guillaume Mercier underscored the critical importance of NABU and SAPO for anti-corruption reforms, stating that 'these structures are key to anti-corruption reforms.' Meanwhile, Marta Kos noted that 'the loss of NABU’s independence is a serious step backward,' further emphasizing the pivotal role these bodies play in combating corruption in Ukraine.

As a result, the situation surrounding anti-corruption reform in Ukraine remains tense. With growing criticism from international partners, the response of Ukrainian authorities to societal and institutional demands is crucial.
