NATO Secretary General's Visit to Ukraine
According to UATV: On February 3, 2023, NATO Secretary General Mark Rutte, accompanied by Ukraine's Energy Minister Denys Shmyhal, inspected a Kyiv thermal power plant (TPP) that had been struck by a Russian attack. The visit focused on the consequences of the strike on this civilian facility and the urgent need to bolster the protection of Ukraine's critical energy infrastructure.
Critical Conditions and Official Response
The attack on the power plant occurred during a severe cold snap, with temperatures in Kyiv plummeting to -25°C (-13°F), making the assault particularly dangerous. Denys Shmyhal stated that
"the enemy launched a missile strike on an energy facility that provides heat to city residents. This is a public utility. The attack was deliberate."The minister stressed the necessity of properly assessing this crime, given the extreme conditions in which it was carried out.
Shmyhal also emphasized the critical importance of ensuring timely weapons deliveries, as Russia continues to ramp up its own military production. This visit by the NATO chief and the energy minister took place against the backdrop of Russia's ongoing hybrid war against Ukraine, highlighting the vital need to defend the country's energy grid.
