How Draft Notices Are Served During Wartime

According to Novyny.live: In times of war, Ukrainian citizens are summoned to Territorial Centers for Recruitment and Social Support (TCCs and SPs) through official draft notices. Failing to respond to these summons can result in fines or even criminal prosecution. On June 12, 2023, the Kharkiv Regional TCC and SP released a statement detailing the procedures for serving these notices, underscoring the obligation of all eligible individuals to comply.

Penalties for ignoring a draft notice range from 17,000 to 25,500 hryvnias. Repeated non-compliance can escalate into far more severe consequences, including criminal charges. As the regional TCC and SP explains:

“Disregarding a combat summons constitutes evasion of conscription during mobilization. This is not an administrative offense but a criminal one, punishable by imprisonment for three to five years.”

Draft notices are generated using the Unified Register of Conscripts, Military Servicemen, and Reservists. Citizens previously classified as 'limitedly fit' do not need to report to a military medical commission (MMC) on their own. However, those who have never undergone an MMC may be placed on a wanted list. These measures are designed to fulfill mobilization targets and maintain the country's defense capabilities amid the ongoing war.

With the war still ongoing, mobilization remains essential to Ukraine's ability to defend itself. Adhering to draft notice requirements is intended to ensure the armed forces have enough personnel to protect the nation.
