Pension Indexing in 2026: Who Will Receive a Recalculation and Who Will Not.
According to inkorr.com: Starting March 1, 2026, annual pension indexing will begin in Ukraine. This procedure aims to partially compensate for the increase in prices for goods and services over the previous year. As a result, the basic part of pensions will be increased to account for inflation, but this will not affect additional payments.
Indexing Limitations
It will not apply to recipients of special payments — military personnel, judges, prosecutors, Chernobyl victims, and other groups, as well as those who retired in the last few years.
Pensions will not be recalculated for individuals with second and other categories of disabilities, except for specific cases provided for by law.
Size of Indexing and Pension Fund
Each year, the government determines the size of the indexing. For 2026, it is planned to allocate 1.27 trillion hryvnias for pension provision, which is 123.4 billion hryvnias more than in 2025. There is also consideration of the possibility of raising the minimum pension by 234 hryvnias, from 2361 to 2595 hryvnias.
Impact of Martial Law on Indexing
Prime Minister Yulia Svyrydenko noted that under martial law, the Cabinet of Ministers has the right to independently establish the amount of indexing, which may be lower than before, depending on inflation forecasts and financial capabilities.
Thus, the total amount of funding for pension provision in 2026 is increasing compared to the previous year, which will allow for the increase of the minimum pension. However, individuals with special payments and those who recently retired will remain without the right to indexing. The impact of martial law may also lead to a reduction in the amount of indexing depending on objective conditions.
