According to ТСН: Ukraine, the United Kingdom, and France have signed a declaration of intent to deploy troops to Ukraine in the event of a peace agreement. The leaders of these countries consider this decision historical, and the American side has officially confirmed its support for security guarantees for the first time. Key details of the meetings in France follow.

Task with a Star

The first 'coalition of the willing' of the new year took place in Paris. Representatives of 27 allied countries gathered at the Élysée Palace to seek ways to involve Americans in the security system and prevent new aggression from Russia.

The negotiations lasted several hours. Volodymyr Zelensky first met with Emmanuel Macron, and later representatives from the USA and Europe, including Steve Witkoff and Jared Kushner, joined them.

Multinational Security Forces

The final stage of the meeting was the signing of a declaration of intent to create multinational security forces in Ukraine. Although this document does not have legal force, it paves the way for the development of a legal framework.

Volodymyr Zelensky, President of Ukraine:

‘Details were worked out in the system of other documents. It has been determined which countries are ready to take the lead in specific elements — securing safety on land, in the air, at sea, and also in reconstruction. The necessary forces have been identified. It has been determined how these forces will be managed and at what levels command will be exercised.’

Five Components of Peace

Separately, the allies signed a declaration together with the Americans that contains five key components after the ceasefire:

  1. Monitoring of the ceasefire led by the USA.

  2. Ongoing support for the Armed Forces of Ukraine.

  3. Multinational forces on Ukrainian territory.

  4. Commitment to act in case of future attacks.

  5. Deep defensive cooperation.

It is also planned to create military hubs in Ukraine for storing weapons and equipment.

Emmanuel Macron, President of France:

‘These security guarantees are key to ensuring that no peace agreement ever means the capitulation of Ukraine and that no peace agreement ever creates a new threat to Ukraine.’

Keir Starmer, Prime Minister of the United Kingdom:

‘This paves the way for a legal framework within which British, French, and partner forces can operate on Ukrainian territory — ensuring the security of Ukrainian skies and seas.’

The Position of the USA and Caution from Germany

At a briefing, US representatives stated that they have completed work on security protocols.

Steve Witkoff, US Special Envoy:

‘We believe we have largely completed work on the security protocols that are important for the people of Ukraine to know that when this ends, it will end forever.’

Germany is currently refraining from promises to send its soldiers but is ready to provide financial and military assistance.

What's Next?

Despite this event, participants are aware that guaranteed measures will not come into effect without the aggressor's agreement. The Kremlin rejects the main points and has not agreed to remain even during the Christmas truce. Ahead lies the possibility of intensified sanctions and further negotiations. The Ukrainian delegation remains in Paris for consultations with the American side.
