The Cabinet of Ministers announced new conditions for obtaining benefits.

Changes to the procedure for granting benefits to citizens

As of January 1, 2025, changes to the Procedure for granting benefits to certain categories of citizens have come into effect, considering the average monthly total income of the family. The Cabinet of Ministers of Ukraine published resolution No. 1553, which contains these changes, on December 31, 2024.

From now on, to obtain benefits for the payment of housing and communal services, an additional condition has been established: the average monthly total income of the family per person over the previous six months must not exceed UAH 4240, which is the amount of income that qualifies for the tax social benefit.

These changes will apply from January 1, 2025, for citizens who apply for benefits for the first Time, and after the end of the heating season of 2024/2025 - for those who received benefits until December 31, 2024.

The categories of persons who fall under the new income requirements include rehabilitated individuals who became disabled due to repression or are pensioners according to the Law 'On the Rehabilitation of Victims of Repression of the Communist Totalitarian Regime of 1917-1991'. This also applies to individuals affected by the Chernobyl disaster, specifically categories 1 and 2, family members of deceased liquidators, and other persons under the Law 'On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster'.

The changes also affect individuals discharged from military service who became disabled during their service, as well as family members of deceased servicemen in accordance with the Law 'On Social and Legal Protection of Servicemen and Their Families'. Veterans of military service, internal affairs, the National Police, tax police, the State Special Communication Service, and their widows or widowers are taken into account according to the Law 'On the Status of Servicemen, Veterans of Internal Affairs, and Other Persons'. Victims of Nazi persecution are also subject to the new requirements under the Law 'On Victims of Nazi Persecution'. Specific changes relate to deported individuals of retirement age or with disabilities according to the Law 'On the Restoration of Rights of Persons Deported on National Grounds'.

Previously, residents of certain temporarily occupied territories of Ukraine were deprived of their last benefits.
