Corruption Scheme Exposed in State Veterinary Clinics
According to TSN.ua: A corruption network has been dismantled in Kyiv's state veterinary clinics, where officials demanded bribes from citizens to process documents for taking pets abroad. Prosecutor General Ruslan Kravchenko provided details of the case, which preliminarily involves at least seven state veterinary hospitals and one laboratory. This scheme exploited pet owners during a time of heightened need for such services due to the ongoing war.
Investigators found that officials deliberately delayed the processing of documents, creating significant difficulties for pet owners. They then offered to 'expedite' the process for an illicit payment ranging from 7,000 to 12,000 hryvnias, while the official, legal cost for the same service does not exceed 2,100 hryvnias. The scheme also involved artificially delaying pet microchipping, postponing required vaccinations, and holding up necessary blood tests for the animals.
Results of Raids and Wider Implications
During 26 searches at veterinary institutions in the capital, authorities seized over 2 million hryvnias, 230 thousand US dollars, 60 thousand euros, and 93 thousand Russian rubles. The heads of two clinics have been detained. Additionally, the investigation uncovered that budget losses to the capital from the procurement of anti-parking bollards amount to nearly 1.4 million hryvnias. This case has sparked public concern and underscored the urgent need to combat corruption in state institutions.
Uncovering this corruption scheme in state veterinary clinics is a significant step in Ukraine's fight against corruption, particularly in the context of rebuilding public trust in state institutions.
The unlawful actions of these officials not only caused financial damage but also jeopardized animal health, as delays in vaccination and microchipping can have serious consequences for their wellbeing.
