Remote Reassessment of Disability for Former Military Personnel

According to Novyny.live: Former Ukrainian soldiers with a recognized disability can now undergo remote reassessment of their condition while living outside the country, thanks to new international agreements signed by Ukraine. This change allows Ukrainans residing temporarily or permanently abroad to complete an evaluation of their daily functioning—an essential step in safeguarding the rights and social protections of this group.

Starting January 1, 2025, Ukraine is rolling out a revamped system for assessing everyday functionality, designed to streamline procedures for disabled veterans. Approximately ten European nations have inked deals with Ukraine to facilitate this process. These countries include:

  • Bulgaria
  • Czech Republic
  • Estonia
  • Latvia
  • Lithuania
  • Poland
  • Portugal
  • Slovakia
  • Spain

This arrangement enables Ukrainians to complete remote evaluations using a simplified system for exchanging medical records.

Yuriy Ayvazyan noted that 'for Ukrainians in countries where Ukraine has active international social security agreements, a streamlined procedure for sharing medical documentation has been established.'

In practice, this means former service members with disabilities can promptly confirm their status without needing to return to Ukraine. It is also worth noting that disabled veterans are entitled to a one-time state payment and a military pension. To receive this lump-sum compensation, the veteran must submit an application to an authorized government unit.

Advantages of the New Assessment System

Ultimately, the updated daily functioning assessment system—taking effect on January 1, 2025—will make life easier for former military personnel with disabilities by allowing them to remotely verify their eligibility for social benefits while living abroad.

This initiative marks a significant milestone in reforming Ukraine's social protection framework, as it ensures vulnerable populations can access necessary services. Simplifying the disability status verification process not only preserves social guarantees for veterans but also supports their integration into society, even when they are outside the country.
