Ukrainians File Over 1,300 Language Complaints in Six Months.
Complaint Statistics Submitted to the Commissioner's Secretariat
According to Espreso.tv: In the first half of 2026, the Secretariat of the Commissioner for the Protection of the State Language received 1,501 applications, of which 1,378 were complaints about violations of Ukraine's Law 'On Ensuring the Functioning of Ukrainian as the State Language.' The highest number of complaints came from Kyiv, where 507 reports were recorded.
Other regions also reported significant complaint volumes:
- Odesa Oblast — 254
- Kharkiv Oblast — 166
- Dnipropetrovsk Oblast — 122
- Kyiv Oblast — 43
An analysis of the submissions revealed the following breakdown:
- 364 complaints concerned websites and online platforms,
- 229 related to advertising, signage, and other public information,
- 213 were about the service sector.
- 98 complaints involved education,
- 98 pertained to product and service information,
- 76 were about culture,
- 70 focused on government activities,
- 69 targeted media,
- 50 were in healthcare,
- 27 involved transportation.
In the previous year, over three quarters of 2025, 2,227 complaints were registered—a 27% increase compared to the same period in 2024. This upward trend highlights growing public engagement in defending the state language.
Growing Citizen Activism in Language Protection
The increasing number of complaints to the Secretariat reflects a heightened societal focus on the use of Ukrainian across various aspects of daily life. This surge in reporting violations indicates that Ukrainians are becoming more aware of the importance of protecting their language, which could shape future language policy in the country.
“Given the trends, it is expected that state authorities will continue to prioritize these issues.”
Government bodies are also likely to respond to citizen submissions in an appropriate manner.
