Kremlin Struggles to Sustain Russian Will to Fight, Says Ukraine’s Military Intelligence.
Remarks at an International Security Conference
According to Novyny.live: Speaking at the 'Architecture of Security' forum, Andrii Yusov, a representative of the Defence Intelligence of Ukraine, stated that the Kremlin is finding it increasingly difficult to convince Russians to continue fighting. He emphasized that Ukrainian intelligence is actively working to counter Russian propaganda, which seeks to destabilize Ukraine’s international partners.
According to Yusov, the Kremlin has intensified its recruitment efforts among Russian citizens due to heavy battlefield losses. The topics of mobilization and replenishing the occupation army remain dominant in Russian state-controlled media.

Kremlin Propaganda Objectives
Yusov identified the primary goals of hostile propaganda as:
- delegitimizing Ukraine’s government,
- dividing society,
- promoting narratives of 'war fatigue',
- discrediting the topic of mobilization.
These Kremlin-led efforts indicate that Russian propaganda aims to shape public opinion both within Ukraine and abroad.
Yusov’s statements highlight the critical role of information warfare in the ongoing armed conflict, where propaganda can significantly influence societal attitudes.
