Apartment from the state - what area can a military member count on.
Ukraine continues to fulfill its obligations to the military regarding housing, despite limited resources. However, what exactly a military member can expect from the state - whether it's a spacious three-room apartment or a modest one-room one on the outskirts, depends on the specific situation.

Housing for the military as a social priority
The housing issue for military personnel remains a priority, especially in the conditions of full-scale war. The state continues to provide housing or funds for its purchase to those who are on the waiting list, combatants, persons with disabilities, as well as the families of fallen defenders.
'Military personnel have the right to apply for permanent housing from the state. The waiting list is formed based on military applications and depends on the availability of free housing stock,' they noted at the .
What area of an apartment can the state provide to a military member
The area of the apartment that the state can provide directly depends on the standards of housing provision. According to the CMU Resolution No. 1071, the norm is set at 13.65 sq.m per person. However, when providing apartments free of charge, they focus on a minimum of 21 sq.m of living space per person, which on average means 30-40 sq.m of total area.
Thus, a military member without a family is likely to receive a one-room apartment up to 40 sq.m, whereas if they have a family, they can expect a two-room or even a three-room economy class accommodation up to 63 sq.m.
Apartment prices in Ukraine
According to data from the LUN portal, in July 2025, the average cost of a one-room apartment in various cities is:
- in Kyiv - from 1.5 to 2.3 million UAH (area from 33 to 45 sq.m);
- in Lviv - 1.3-1.9 million UAH (30-40 sq.m);
- in Dnipro - 1-1.6 million UAH (30-42 sq.m);
- in Zhytomyr, Kropyvnytskyi, Chernihiv - 850 thousand - 1.3 million UAH.
Therefore, a military member allocated 1.2-1.5 million UAH for housing can consider the possibility of purchasing an apartment up to 40 sq.m in an average city or a small apartment in the suburbs of large cities.
Monetary compensation instead of an apartment for a military member
Due to the limited housing stock, many military members are currently receiving monetary compensation instead of an apartment. The amount of compensation is calculated based on the cost per square meter of housing in the region.
In 2025, the average price per square meter of housing for calculation is about 30-38 thousand UAH (depending on the region). Thus, a military member entitled to 40 sq.m of housing can expect compensation from 1.2 to 1.5 million UAH.
However, these amounts often do not correspond to market value. Therefore, military personnel often have to contribute their own funds or buy smaller apartments.
Local level programs for military personnel
In some regions of Ukraine, local programs are in place that provide for the free provision of apartments, the provision of preferential loans, or partial payment from the budget. Such programs support not only military members, but also internally displaced persons, large families, and young people.
What a military member should do to obtain an apartment
The military member must:
