According to TSN.ua: The night of January 13th was remembered for the low percentage of intercepted ballistic missiles during the Russian attack, which was only 28%. This raised concerns and questions about the Kremlin's strategy, which chooses regions without modern air defense systems such as Patriot missile systems for its strikes.

Experts note that during the attack, Russians attempted to influence the civilian population by striking not only Kyiv and the surrounding area but also other regions that remain without adequate protection. Denis Popovich emphasizes that this attempt aims to deprive people of heat, water, and electricity, thereby creating social tension.
