One of the key initiatives will be the creation of the 'National Researcher System'. This also includes a new funding formula aimed at supporting young scientists and enhancing competition.

The Minister of Education and Science, Oksen Lisovyi, presented a ranking of individual achievements of researchers. According to this ranking, the top 2.6 thousand leaders will receive a scholarship of 10,000 Hryvnias per month. Starting in 2026, a new formula for the basic funding of research institutions will be introduced, based on the results of state accreditation.
