According to ТСН: The Ministry of Defense of Ukraine is launching a new digital system to support conscripts, named 'Mobilized Check-in'. This project aims to provide full monitoring of each stage of the mobilization process, thus digitizing the path from receiving a summons to arriving for service.

Oleg Berestovyi, head of the Main Department of Information Technologies of the Ministry of Defense, shared details of the initiative at the Digital Defence Forum in Kyiv.

How the digital system will work

According to Berestovyi, the process will begin with an electronic military accounting document in the 'Reserve+' application. The 'Oberih' register will record each scan of the QR code, indicating who, when, and what actions were taken with the conscript.

Oleg Berestovyi also noted that the new system will help protect both citizens' rights and the interests of state authorities.

Subsequent stages of digitization include:

  • Implementation of electronic referrals for the Military Medical Commission and digital commission conclusions.

  • Automatic formation of named lists for sending to training centers.

  • Synchronization of the 'Oberih' register data with the 'Impulse' system directly at the training centers.

  • Recording the moment of arrival at the military unit.

Berestovyi also emphasized that, in addition to simplifying bureaucratic procedures, the system will have an analytical function.

'This will also allow us to record anomalies of unauthorized departures from the unit, to have data-driven tools and approaches to prevent or eliminate such cases,' Berestovyi added.

It should be noted that Ukraine is currently under martial law and general mobilization. Men aged 25 to 60 are subject to conscription, except for those who have an active deferment or reservation. The rules will change starting January 1, 2026.

In addition, the Cabinet of Ministers previously canceled the 72-hour deadline for checking employee lists for enterprises with confirmed critical infrastructure status. Changes to the procedure for reserving conscripts were adopted on December 8.

This new digital system 'Mobilized Check-in' is designed to significantly simplify processes related to mobilization and reduce bureaucratic barriers. The implementation of such technologies has become relevant in wartime, as each stage of mobilization requires quick and accurate decisions to ensure the country's defense capability. The system will undoubtedly become an important tool in this process.
