Vasyl Shkurakov Takes on New Role

According to Novyny.live: On March 27, the Ukrainian government appointed Vasyl Shkurakov as Deputy Minister of Defense for Finance and Internal Audit. This move is designed to strengthen financial oversight within the country’s defense sector. Shkurakov brings over a decade of experience in public finance management, making him a strong fit for the position. This appointment is part of a broader effort to enhance accountability and efficiency in Ukraine’s defense spending amid ongoing conflict.

Born in 1982, Shkurakov began his professional journey at Ukraine’s Ministry of Finance in 2005. He graduated from the Kharkiv College of Finance and Economics in 2003 and earned a master’s degree in finance from the Ukrainian State University of Economics and Finance in 2005. Over his career, he has held several key roles, including Deputy Director General for Finance at Ukrhydroenergo from 2017 to 2018, and Deputy Minister of Finance of Ukraine from 2018 to 2020. Most recently, from 2021 to 2024, he served as First Deputy Minister of Communities, Territories, and Infrastructure Development of Ukraine.

Core Priorities for the New Deputy Defense Minister

The new deputy’s main responsibilities will include:

  • ensuring high-quality budget planning and execution;
  • managing all funding sources;
  • strengthening economic analysis;
  • enhancing internal controls and auditing;
  • digitizing financial reporting and oversight.

These measures aim to improve financial processes at the Ministry of Defense and ensure more efficient use of public funds.

Notably, on March 26, Mstyslav Banik was appointed as a Deputy Minister of Defense, and Yuriy Myronenko became the Inspector General of the Ministry of Defense of Ukraine. The day before, on March 25, President Volodymyr Zelenskyy named Serhiy Hunkovskyi as the head of the SBU’s counterintelligence unit. These personnel changes signal an active restructuring of Ukraine’s top defense leadership.

Shkurakov’s appointment highlights Ukraine’s strategic focus on bolstering its defense capabilities and optimizing budget resource use amid wartime challenges. Given his extensive background in financial management, his role in reforming financial operations at the Defense Ministry will be crucial for ensuring transparency and accountability in the sector.
