Streamlining the Construction of Defensive Fortifications
According to Novyny.live: The Cabinet of Ministers of Ukraine has granted the Ministry of Defense new authority to take over and complete the construction of defensive fortifications left unfinished by other state contractors. This crucial reform aims to eliminate stalled construction projects, known as 'long-term builds,' on critical front-line areas, thereby strengthening the nation's defensive capabilities. This move addresses a significant logistical challenge in wartime, where delays can have direct consequences for frontline security.
Revised Procedures for Project Handover
Under the new regulations, the original state contractor must formally notify the Ministry of Defense in writing to transfer an unfinished project. Upon receiving this notification, the Ministry has ten days to inform the contractor of its decision to accept the project, enabling a swift response to ensure vital facilities are completed.
To facilitate the transfer, the state contractor is required to provide a justification for why it cannot finish the construction, along with all relevant project and execution documentation. Additionally, they must submit acceptance certificates for completed work and a detailed statement of costs incurred. This structured handover process is designed to promote more efficient use of resources and accelerate the completion of critically important defensive structures.
This initiative is part of broader efforts to enhance the effectiveness of Ukraine's military resources amid the ongoing conflict.
