Overhaul of Ukraine's 'National Cashback' Program
According to Novyny.live: The Ukrainian Cabinet of Ministers has approved new rules for the 'National Cashback' program, which will take effect on March 1, 2026. Until that date, specifically through February 28, 2026, a flat 10% cashback rate will apply to all eligible goods. This program is a key government initiative designed to stimulate consumer spending and support the domestic economy.
Under the revised framework, two distinct cashback rates will be introduced: 5% and 15%. The higher 15% rate will be applied to Ukrainian-made consumer goods in categories where imports constitute more than 35% of the market. Conversely, a 5% cashback will be granted for domestically produced goods in categories with an import share below 35%.
The Ministry of Economy of Ukraine intends to conduct detailed briefings for retailers, manufacturers, and banks before March 1, 2026, to clarify the new program's conditions and implementation process.
Permitted Uses for Cashback and Eligible Goods
Consumers will be able to spend their accrued cashback on the following:
- Utility bills
- Postal services
- Ukrainian-produced food products
- Medicines
- Books
- Charitable donations
Examples of consumer goods eligible for the 15% cashback rate include:
- Cosmetics and hygiene products
- Household chemicals
- Home goods
- Repair and construction materials
- Pet supplies
- Stationery
- Clothing and footwear
The 5% cashback rate will apply to a wide range of Ukrainian-produced food items, such as:
- Sweets and confectionery
- Non-alcoholic beverages
- Pharmaceutical products
- Garden and horticulture supplies
- Snacks
- Canned goods
- Vegetables and fruits
- Fish and seafood
- Oil
- Meat
- Dairy products
- Sauces and condiments
- Bread and fresh baked goods
- Flour and other baking supplies
- Frozen products and eggs
The changes to the 'National Cashback' program are aimed at bolstering Ukrainian manufacturers and encouraging the consumption of domestically produced goods.
The new regulations for the 'National Cashback' program form part of the Ukrainian government's broader strategy to develop the economy and support national production amidst ongoing global economic challenges.
