New Entry Rules to the EU - What Ukrainians Abroad Need to Know

Starting from October 12 this year, a new entry/exit system called EES (Entry-Exit System) will come into effect. The digital border management system will register individuals who are not citizens, including Ukrainians, with short-term purposes. Registration will take place when crossing the external borders of 29 European countries that are users of the system. EES will simplify border control and prevent fraud with personal data.

Moreover, by the end of 2026, the European Travel Information and Authorization System ETIAS will be implemented. Citizens of visa-exempt countries, including Ukraine, must obtain ETIAS authorization for travel to EU countries. The document is issued for 3 years or until the passport expires.

Do Ukrainians Abroad Need to Register

Individuals under temporary protection do not need to register in the EES and ETIAS systems. To avoid registration, they need to demonstrate that they have such protection.

The ETIAS authorization will cost 7 euros and will be valid for 3 years. It must be obtained online before traveling to the EU. The ETIAS system is not yet operational, so registration is not required at this time.

The EES system will replace manual passport stamping at the borders of European countries. Biometric data will be collected upon first entry, and the system will apply to individuals without visas and short-term visa holders.
