The U.S. Treasury's Office of Foreign Assets Control issued General License No. 134B, authorizing the supply and sale of crude oil and petroleum products from Russia that were loaded as of April 17, 2023. This decision sparked debate among summit participants, as the easing of certain sanctions could have ripple effects across the global oil market.
Russian Oil Dynamics and the Iran Agreement
On May 17, 2023, the administration of U.S. President Donald Trump chose not to extend a special permit for purchasing Russian oil. However, the very next day, a sanctions exemption for seaborne Russian crude was extended by one month. That exemption is set to expire on June 18, 2023. Global oil prices reacted sharply to these developments: on June 15, 2023, prices dropped by more than $4, and by June 16, Brent crude futures had fallen to $82.72 per barrel.
Beyond the discussions surrounding Russian oil, the United States and Iran reached a ceasefire agreement on June 15, 2023. A formal signing ceremony between Washington and Tehran is scheduled for June 19, 2023, in Geneva.
