The National Bank of Ukraine (NBU) has explicitly prohibited restrictions based on the denomination or year of issue for foreign currency banknotes. According to the law, exchanging U.S. dollars issued by the Federal Reserve after 1914 remains permissible. However, despite this regulation, exchange outlets continue to reject the 1996 series bills. This refusal could lead to legal repercussions for the exchanges, as the penalty for violating exchange rules is a fine of 400,000 hryvnias or 5% of the entity's capital.

Available Options for Ukrainian Holders

For Ukrainians in possession of these older dollar bills, several courses of action are available:

  • Hold onto the bills and wait for a more favorable time to exchange them.
  • Exchange the old dollars for Ukrainian hryvnia.
  • Deposit the bills into a bank account.
  • Exchange the old dollars for newer U.S. dollar bills or euros.
  • Use the bills for payment abroad, where they may still be accepted.

This issue with older U.S. currency comes as Ukraine has modernized its own banknotes. The National Bank of Ukraine has completely replaced 1, 2, 5, 10, 20, 50, 100, and 200 hryvnia denominations from pre-2003 designs, updating the country's currency circulation. The situation with the old dollar bills underscores the necessity for adherence to modern banknote security standards and the importance of enforcing legal norms in foreign currency exchange.
