The Odesa Regional Prosecutor's Office has launched a pre-trial investigation into the incident as a potential war crime under Article 438, Part 1 of Ukraine's Criminal Code. As noted by Marina Averina, a representative of the State Emergency Service,

"One of the impacts was on a balcony on the ninth floor of a nine-story building, causing a fire that rescuers promptly extinguished."
