Massive Sewage System Construction Planned in Odesa Amid Illegal Wastewater Dumping.
Odesa’s Wastewater Crisis
According to Novyny.live: Authorities in Odesa are moving forward with plans to build a new wastewater system in the Khutirska district, driven by an outdated drainage network and rampant illegal sewage discharges. Inspections along Khutirska Street and Shakhtynskyi Lane revealed that drainage canals are being misused, with some households dumping domestic wastewater into them—exacerbating the area’s ongoing drainage failures.
Flooding has been a persistent issue in Odesa for years. A severe storm in the fall of 2025 killed 10 people and caused extensive damage to infrastructure, underscoring the urgent need to modernize the city’s wastewater system. With the current network unable to meet the district’s demands, these planned upgrades are seen as critical to improving the situation.
Water Supply and Sewer Tariffs
As of May 2026, water supply tariffs in Odesa stand at 17.92 UAH per cubic meter, while sewer services cost 17.24 UAH per cubic meter. However, the municipal utility has proposed new rates: 50.96 UAH per cubic meter for water supply and 42.69 UAH per cubic meter for wastewater disposal. These proposed increases highlight the financial investment needed to support the new wastewater system and ensure adequate service levels for residents.
The planned wastewater infrastructure represents a major step toward solving Odesa’s long-standing flooding problems, which have threatened both safety and quality of life. Since existing networks are overwhelmed, the new system could significantly reduce the risk of disasters and protect the population. At the same time, the proposed tariff hikes signal the high cost of modernization—a move that may spark mixed reactions among city residents.
