According to ТСН: The issue of holding elections during war remains very relevant. President Volodymyr Zelensky shared his thoughts and regrets about missed opportunities.

Lost Opportunity

Zelensky noted that even before the full-scale war, during the coronavirus pandemic, he suggested to the deputies to move the work of parliament to an online format and change the legislation that would allow testing remote voting technologies.

"In my opinion, if we had done this back then, there would be no question about elections during war today. If there had been legislative changes during the COVID period, everyone would understand that it works. Or it doesn’t," — emphasized the head of state.

He also stressed that the transition of the government and the President's Office online during the pandemic helped maintain control over the state at the beginning of the invasion when institutions were under threat.

Priority — Soldiers on the Front Line

Speaking about the current realities, Zelensky noted that the online voting format would be the best solution for two categories of citizens:

  1. Ukrainians abroad, of whom there are currently millions.

  2. Soldiers on the front line, who are an unconditional priority.

"If we were talking about elections during war, definitely, those on the front lines, who do not have the opportunity to vote in the usual format… Probably, the online [format — ed.] would work," — noted the president.

He added that the main reason for the impossibility of ordinary voting for soldiers is their main task — protecting the state from the aggression of the Russian Federation.

Waiting for Decisions from Deputies

Zelensky reported that he has sent a request to parliamentarians to develop possible scenarios for holding elections or referendums. Among the options, conditions for a ceasefire and closed airspace are being considered, i.e., agreements on the absence of air attacks during the voting.

However, according to the President, there is still no legislative framework for this.

"All my signals have been relayed to our parliamentarians. I have not yet received any responses," — summarized Zelensky.

It should be noted that Zelensky explained the reason for significant personnel changes in the government and the President's Office. He emphasized that two tracks are currently being formed — a negotiation track aimed at ending the war, and a military one in case of continued aggression from Russia.

Holding elections in Ukraine during war is a complex issue that requires a serious approach. In the context of the new realities posed before the country, discussions about remote voting and the possibility of elections on the front line become particularly relevant. The President continues to urge parliament to develop new initiatives, which can significantly impact the future political life in Ukraine.
