Hungary’s Concerns Over Negotiations With Ukraine
According to Espreso.tv: Before a European Council meeting in Brussels, Hungarian Prime Minister Viktor Orban raised alarms about the swift opening of negotiation clusters with Ukraine. He argued that such haste could send a discouraging signal to Western Balkan nations still waiting for their own EU accession process to move forward.

Hungary had previously blocked the opening of the first cluster, titled "Fundamentals," on February 14, 2025. However, by early June 2026, Kyiv and Budapest reached an agreement expanding the rights of the Hungarian minority. On June 15, the European Union unanimously and officially opened the first negotiation cluster with both Ukraine and Moldova.
Outlook for the Negotiation Process
Hungarian Foreign Minister Anita Orban cautioned that the negotiation process could stall if Ukraine fails to uphold the minority rights agreement. She also highlighted internal divisions within the EU regarding the pace of cluster openings:

As a result, the question of opening new negotiation clusters with Ukraine remains a pressing issue, stirring unease among certain EU members, particularly Hungary. The trajectory of these talks could significantly shape Ukraine’s integration aspirations and influence relations among EU member states, especially regarding equitable treatment of all candidates seeking to join the bloc.
