Pensions, subsidies and salaries: what changes are envisaged in the state budget 2025.

Ukrainians are waiting for changes in the social sphere due to the new budget project for 2025

The Cabinet of Ministers of Ukraine presented a draft budget for 2025, in which the main priority is given to the defense and security of the country. This decision entails a number of changes in the social sphere that may affect many Ukrainians.

This is reported by the publication "Na pensii".

According to the project, expenses for social protection in 2025 will decrease by 12%. Presumably, social payments will be made mainly at the expense of international aid. In addition, it is planned to reduce expenses for subsidies by approximately 20% due to more thorough checks of recipients and termination of payments to those who are abroad or reside in temporarily occupied territories.

The situation with benefits for payment of utilities for Chernobyl victims, disabled military personnel, veterans, and victims of Nazi persecution remains undefined. In 2025, the amount of benefits for these categories will be determined by a decision of the Cabinet of Ministers, and not by law, as it was before.

The living wage will not be raised next year. For persons who have lost their ability to work, it will remain at the level of 2361 hryvnias. This means that the minimum pension, supplements to it, and various types of social assistance, including for people with disabilities, will remain unchanged.

The minimum wage will also remain unchanged and will be 8000 hryvnias. This will affect the size of some pensions, the calculation of which depends on this indicator.

However, there is also a positive moment: the government promises to index pensions on March 1, 2025. The maximum indexation amount will be no more than 13%, although in 2024 pensions were raised by only 8%.

It is important that this is still only a draft budget, which must be approved by December 1. Changes are possible, although, as practice shows, the main theses usually remain unchanged.
