Pensioners are protesting against high supplements to their pensions. The new pension reform rules limit the highest pensions, which until now ranged from 60,000 to 100,000 hryvnias. Special reducing coefficients have caused pension cuts for certain groups of pensioners, including Chernobyl liquidators, military personnel, prosecutors, and others. However, some of them have successfully challenged these restrictions in court. According to explanations from representatives of the Ministry of Social Policy, the new rules aimed to improve the situation in the pension system, which suffered from inequalities and insufficient transparency. There is now a principle of progressive limitation, where the higher the pension, the greater the reducing coefficient.
Ivan Khomyche, chief lawyer of Ivan Khomyche Law Firm, explained how the new rules affected the reduction of the highest pensions, and how military personnel and prosecutors are successfully fighting these restrictions in court, as well as pointing out certain court cases in this context.
Prosecutors' Pensions in 2025
Currently, the maximum pension in Ukraine cannot exceed 23,610 hryvnias, which equals 10 living wages. Since the beginning of this year, pensions for preferential categories of citizens, including former prosecutors who receive more than the established limit, are calculated using reducing coefficients. Ukrainian pensioners are uncertain about the necessity of such new restrictions in the pension system. Authorities explained that these measures were taken to reform the system and eliminate inequalities. The pension reform entails progressive limitation, which has affected high pensions, while military personnel and prosecutors are turning to the courts to defend their rights. The new legislation on pension reform in Ukraine introduced restrictions on the highest pensions, which shocked many participants in the pension system. These restrictions have triggered protests among pensioners, who are disputing the idea of progressive limitation.
