Germany assures: support for Ukraine continues in full capacity.
According to ТСН: Support for Ukraine from Germany remains stable and active.
This was confirmed by representatives of various government departments at a briefing in Berlin. The spokesperson for the German Ministry of Economy, Susanne Ungrad, noted that support for Ukraine continues in full capacity. She also explained why there has been a decrease in the volume of German arms exports since the beginning of 2025.
“Export licenses issued during a certain period always reflect only a part of the overall military support for Ukraine... We continue to provide support in full capacity — as much as necessary, both in the military sphere and at other levels,” emphasized the spokesperson.
Ungrad also clarified that the decrease in the total amount of aid is related to the fact that support is based on already issued licenses. She noted that funds go to long-term projects, which will be reflected over time in the form of new export licenses. Not all military support measures require export licenses, as many necessary goods are supplied through other channels that are not recorded in the arms export report.
Another important point made by the spokesperson is that Ukraine is increasingly investing in its own arms production.
Defense Ministry representative Kenneth Harms also confirmed that assistance to Ukraine continues in full capacity and added that there are no signs of improper use of funds.
Deputy spokesperson of the German government, Sebastian Gille, commented on the financial support for Ukraine over the next two years, which will be made possible by a loan of 90 billion euros.
“In our opinion, this is an extremely important signal — good news for Ukraine and bad news for Putin. We consider this a decisive signal for ending the war, as Putin will only make concessions when he realizes that this war no longer makes sense for him,” emphasized Gille.
According to the information from the Federal Ministry of Economics and Energy, licenses for arms exports from Germany have significantly decreased this year. From January 1 to December 8, 2025, the German government approved arms and military equipment exports worth 8.4 billion euros, which is less than in previous years: in 2024 it was 13.33 billion euros and in 2023 it was 12.15 billion euros. Particularly for Ukraine, military equipment worth 1.14 billion euros was approved in 2025, while this figure was 8.15 billion euros in 2024.
Germany continues to be the largest 'donor' to Ukraine in military, humanitarian, and financial assistance.
Thus, despite the decrease in arms exports, Germany continues to actively support Ukraine in various areas, indicating the durability and depth of cooperation between the countries. Financial aid and investments in arms production are an important aspect of this partnership.
