The government has provided the possibility for elderly people to use transport for free. However, even if a person is 60 years old, some types of transportation remain paid.
Information about which types of transport Ukrainian pensioners are entitled to benefits and where they need to pay is specified in the resolution of the Cabinet of Ministers of Ukraine 'On free travel for pensioners on public transport'.

What transport pensioners can travel for free

To receive the benefit, elderly people must carry a pension certificate with them. If they do not have the document, they will need to pay for the fare on general terms.

In transport with an electronic passenger accounting system, a preferential electronic ticket is required, which is issued free of charge. The right to free travel applies to:

  • trams;
  • trolleybuses;
  • city and suburban buses.

Additionally, in 2025, individuals who reach the age of 60 can use suburban trains for free, regardless of their place of residence or registration.

Where pensioners must pay for travel

Despite a wide range of transport benefits, pensioners still have to pay for travel in:

  • taxis;
  • trains of intercity communication;
  • long-distance trains.

Regarding city commercial minivans, decisions about free or discounted travel are made by local authorities. Information about such benefits should be posted in the vehicle interior and published on the official websites of the city or village councils.

Previously, we reported that persons with Group I disabilities face serious health problems and can hardly take care of themselves without external assistance. For this reason, the state provides them with special benefits.

We also discussed that benefits for paying utility bills are important support for vulnerable categories of citizens in Ukraine. Losing such rights significantly affects their budget, especially if they have to return already received funds. Unfortunately, such cases do occur.

According to the resolution of the Cabinet of Ministers of Ukraine, pensioners aged 60 and over have been granted a benefit for free travel on trams, trolleybuses, city and suburban buses, as well as the opportunity to use suburban trains for free. However, the fare remains for travel in taxis, intercity trains, and long-distance trains.
