Purchases from AliExpress, Temu and Amazon will be subject to a new tax: who will be affected.

Ukraine plans to impose a tax on parcels from abroad that arrive via marketplaces. This information was reported by the head of the parliamentary committee on finance, tax and customs policy, Danilo Hetmantsev, on Telegram.

According to him, he submitted a draft law that stipulates the taxation of value-added tax on all goods purchased on foreign marketplaces, regardless of their value.

The well-known practice will remain, where customs duties are charged only on goods whose value exceeds 150 euros. Hetmantsev specified that only parcels worth less than 45 euros sent by individuals without commercial intent will be exempt from taxation.

Hetmantsev also emphasized that the draft law has received support from the American Chamber of Commerce in Ukraine, the European Business Association, the Ukrainian Business Council, the Association of Information Technology Enterprises, the Association of Retailers of Ukraine, and the Chamber of Commerce and Industry of Ukraine.

The changes to the Customs and Tax Codes have been 'completely developed by the relevant business associations'.

In addition, to ease imports, it is proposed to use the IOSS mechanism (similar to the European one), under which VAT can be paid directly to suppliers or marketplaces, as well as introduce a new customs declaration for goods of low value (similar to the European H7).

'If the supplier of goods or the marketplace pays VAT, there will be no need for additional customs payment from the buyer during customs clearance, which will facilitate the acceleration of customs procedures,' Hetmantsev clarified.

The current VAT rate in Ukraine is 20%.

It has been previously reported that a new tax will be introduced in Ukraine on Uklon, Bolt, Glovo and other similar services.
