No Rules Currently Govern Kids on Scooters

According to Novyny.live: Ukraine currently has no regulations restricting children from riding scooters on public roads. Oleksiy Biloshitsky, head of the Patrol Police Department, stated that existing laws do not set any age limits for scooter users. This means children can freely ride scooters on public roads, raising serious public safety concerns.

Proposed Road Safety Measures

To improve road safety, authorities are planning to introduce a minimum age of 14 for scooter riders. Oleksiy Biloshitsky noted,

“We currently have no way to properly respond to these situations because it is not considered an offense under the law.”
This highlights the urgent need to address the regulatory gap surrounding scooter use.

Additionally, there is a proposal in Ukraine to restrict e-scooter operation to individuals holding a driver’s license. It is important to note that in 2025, e-scooters were officially classified as full-fledged vehicles, underscoring the pressing need for new usage rules. These reforms aim to enhance safety for both children and other road users.

The lack of regulation for scooter riders in Ukraine is a critical issue demanding legislative attention. Implementing age restrictions and requiring a driver’s license for e-scooter operation could significantly reduce the risk of traffic accidents, especially those involving children.
