Obstacles in Enforcing Mandatory Child Evacuation

According to Espreso.tv: Ukraine's Ombudsman has highlighted ongoing failures in implementing forced evacuations of children, despite a law passed on March 4, 2023, that authorizes such measures. He has called on regional military administrations to prepare for evacuations, noting that some children have already reached out for help.

For instance, a 17-year-old boy contacted a hotline and was evacuated from the NGO 'White Angel'. He now lives with his mother in western Ukraine, underscoring the urgent need to respond when children require assistance.

Dnipropetrovsk Region Under the Spotlight

Meanwhile, mandatory evacuations have been ordered for residents of Vasylkivka and Vyshchetarasivka in the Dnipropetrovsk region. The Ombudsman expressed concern about the performance of local authorities, stating:

“Despite having a law passed on March 4 this year that allows for the forced evacuation of children—even if their parents or relatives refuse—we unfortunately see that the responsible authorities are sometimes simply failing to do their job.”

He added that he has received several letters from regional military administrations indicating they are waiting for the end of the school year before launching mass forced evacuations or assisting with the departure of Ukrainian citizens, particularly families with children.

The challenges in carrying out forced child evacuations reflect the complexity of Ukraine's situation, where authorities face difficulties in ensuring children's safety. While the adopted legislation provides the necessary tools for evacuation, its implementation requires coordinated efforts at all levels. The evacuation scenario in the Dnipropetrovsk region underscores the critical need to adapt to new realities and intensify local administrative actions to secure the safety of children and their families.
