Overhaul of Compensation Rules for Local Government Employees
According to TSN.ua: Starting in 2026, Ukraine plans to revamp how salaries are calculated for staff in local self-government bodies, introducing updated pay grade structures. The Cabinet of Ministers has drafted Resolution No. 268, which will establish new wage rates for various categories of public servants. These changes aim to modernize the compensation framework for municipal workers.
New Salary Levels
- Head of a regional council: over 30,000 UAH
- Deputy heads of regional councils: between 23,000 and 26,000 UAH
- Department directors: between 13,000 and 16,000 UAH
- Specialists across categories: between 8,000 and 11,000 UAH
These adjustments reflect the government's effort to offer more competitive conditions for local government employees.
As of January 2026, the average salary for state officials stood at 53.29 thousand UAH. Meanwhile, the total number of civil servants decreased in 2025, suggesting a push to streamline staffing within state bodies. If implemented, these reforms could boost employee motivation and enhance service quality in local authorities.
The proposed changes to the pay system could mark a significant step toward improving the efficiency of local government operations.
Higher wages may attract more skilled professionals, which in turn could positively impact the quality of services delivered to citizens. However, executing these adjustments will require adequate funding and state support to ensure budgetary stability.
