Key Changes to Draft Notice Delivery During Martial Law
According to Novyny.live: Under martial law, military-aged men in Ukraine can now receive draft summons from any Territorial Center for Recruitment (TCC), regardless of where they are officially registered. This shift stems from expanded authority given to TCCs during the war, meaning a person's place of residence no longer restricts where they may be called up for service.
Those liable for military service may receive different types of summons, including:
- a notice to update personal records;
- a combat draft notice.
Typically, conscripts must be registered with the TCC in their area of residence, but during mobilization this requirement can be overridden. Vladyslav Deriy explained that
“TCCs have the authority to issue summons regardless of a person’s place of registration”. This means that individuals cannot avoid receiving draft notices simply because they are registered in a different region.
Why These New Rules Matter
If a citizen refuses to accept a draft notice, they may be placed on a wanted list. The updated rules for issuing summons during wartime are designed to make mobilization more efficient and to ensure that citizens fulfill their military obligations.
