Legislation does not permit the delivery of summons through relatives. Even if family members are present, they are not authorized to accept a summons on another's behalf. Furthermore, phone calls from Territorial Recruitment Centers (TCCs) do not constitute a valid form of mobilization notification. According to the updated regulations, only the personal, physical delivery of a summons is legally valid.
