According to ТСН: The President of Ukraine, Volodymyr Zelensky, discussed an issue that still remains without compromise. It concerns point 12 of the document, according to which the Zaporizhzhia nuclear power plant should be operated jointly by three countries: Ukraine, the USA, and Russia.

Zelensky emphasized the importance of understanding the current situation.

"The Russians believe that they will still manage to operate the Zaporizhzhia nuclear power plant. They have occupied it and they think that we cannot do anything, apart from international law and some mechanisms of the IAEA, to prevent them from resuming operations at the ZNPP."
He noted that Russia will try to link the operation of the plant with humanitarian issues, claiming that restoring electricity is necessary for people in temporarily occupied territories.

What Ukraine and the USA will gain from this

To date, the USA is proposing a model of "33% to 33% to 33%", where the Americans act as the main managers of the joint venture.

"It is clear that for Ukraine this sounds very unfortunate and not quite realistic. How can one have joint commerce with the Russians after everything?"
- Zelensky emphasized. The Ukrainian side proposes that the Zaporizhzhia power plant be managed by a Ukraine-USA joint venture in a 50-50 ratio, where 50% of the generated electricity will belong to Ukraine.

He also noted the importance of restoring infrastructure necessary for the normal operation of the ZNPP. The restoration of the dam destroyed by the Russians requires significant investments.

Zelensky expressed hope that the USA will be able to help in this matter, but emphasized that

"The territory of the station must be demilitarized. There is the city of Enerhodar, which is currently occupied. That is, there are many issues that need to be resolved for the station to operate."

How management at the ZNPP will be formed

The issue of management can be resolved by creating a Ukrainian team and American top management.

"If it is still with the Russians, then it is a bit like what we had before the war. I do not understand how this can be; it is very difficult - we are enemies."
Currently, there is a possibility of implementing the Kakhovka dam and hydroelectric power station project, which are necessary for the safe operation of the ZNPP within the framework of a joint regional project.

Zelensky believes that for the operation of the ZNPP and ensuring the necessary security, Russian troops must leave Enerhodar.

"If there is a Ukrainian share in any form, there cannot be a presence of Russian troops."

The resolution of the operation of the Zaporizhzhia NPP is of great importance not only for Ukraine but also for ensuring regional security. The situation requires the close attention of the international community, as any actions by Russia can have serious consequences not only for Ukraine but for the entire European continent. Given the current military actions and tensions, restoring operations at the ZNPP is a complex but vital task for stability in the region.
