Failure of the third level protective structures construction program
According to inkorr.com: The program for the creation of third-level protective structures (sarcophagi) for important energy infrastructure facilities has failed: none of the 21 planned facilities were completed, and significant funds turned out to be wasted. At the same time, representatives of 'Ukrenergo' manipulated reports, showcasing an unrealistic state of project implementation.
According to Ukrainian People's Deputy, member of the 'Batkivshchyna' faction Oleksii Kucherenko on the air of the KYIV24 TV channel:
The decision to construct these facilities was thoughtless, and their execution proved unsatisfactory. Although budget funds were allocated and work began, not a single facility was completed. The money effectively 'went into the ground'. The failure to complete the construction led to the need for conservation, and funds should have been directed to smaller, but realistic second-level protection projects.
Accusations and lack of control
Oleksii Kucherenko also commented on the manipulations by officials of the NAK 'Ukrenergo', noting that they deliberately distorted information about the readiness of the energy system for attacks. He emphasized that the official reports mentioned one level of readiness, while the reality was completely different. Many powerful substations remained without proper protection, and regional electricity companies found themselves in a difficult situation due to the failure of the centralized program.
The lack of proper control, particularly from military structures, led to the failure of preparations and made Ukrainian energy vulnerable.
During the implementation of the program for the construction of third-level protective structures for Ukraine's energy infrastructure, instances of financial abuses were recorded. None of the facilities were realized, which contributed to the vulnerability of the country's key energy facilities. Significant funds were spent, resulting in the energy system losing its resilience to potential cyberattacks and terrorist threats. An analysis of the readiness of the energy system confirmed that the actual state of affairs was much worse than what was reported officially.
The situation with the program for constructing third-level protective structures highlights serious problems in managing Ukraine's energy infrastructure. The lack of effective control and manipulation of information threatens not only the energy security of the country but also the overall state of infrastructure, requiring urgent measures to rectify the situation. Successfully addressing these issues could be the key to the stability and security of Ukraine's energy system in the face of external challenges.
